FACTS. - The County District (County) sued to condemn two roads on Jackson's land, obtained an order of immediate occupancy
and constructed the roads, but apparently did not complete the condemnation. PROCEEDINGS. - The County sued for a declaration that the roads were impliedly dedicated public highways. After a bench trial,
the district court held that the north-south road had become a public highway, but that the County was estopped from claiming
it because of long disuse. The east-west road never became a public highway.
